No, the Eight cores do not operate at the same time in Samsung Galaxy S4 (GT-I9500). The Octa Core is composed of Cortex A15 processor 1.6Hz Quad ( “Big” ) and low power Cortex A7 processor 1.2GHz Quad (“Little”). The Galaxy S4 uses the “big”-core or the “little”-core depending on the requirement of the feature in use.
Applications like Games that require high-performance CPU mainly operate in the “big” core and Applications like Email, message mainly operate in the “little”-core in Samsung Galaxy S4 (GT-I9500).
