Why Indicator bar can't be accessed while video play in Samsung Galaxy Note3(SM-N900)?

While playing the video in Samsung Galaxy Note3 (SM-N900), you cannot access the indicator bar by touching the screen anymore and this is the concept of Samsung Galaxy Note3. If you want to see the indicator during the video play, you can access it by Flicking the screen and not by touching the screen.
